The next flight is the 0235 departure which is exactly 8 hours after arrival, so that would be eligible if your have the minimum required fare class.
I think this might be the case.
I called and spoke to 4 different reps, eventually the 4th one basically told me the minimum has to be $1200 CAD base fare.
In this case, even after taxes I'm not at $1200 cad.
