On my latest stay (spent mostly in Tokyo and Saitama), Mt.Fuji was clearly visible all but 1 day out of ~10days I was there. It's not always like that. Nonetheless, in my experience, Mt.Fuji is visible from Tokyo for at least a good part of the day on majority of days during winter months.
