Avios points are distance based and you pay for each flight leg separately. You cannot use them to book Jet blue flights. But you can use them for Charlotte to Boston on US Airways and then Boston to Dublin on Aer Lingus.
Other programs can get you from Charlotte to Dublin for.a flat US to Europe rate, but the one that is best is the one that has availability on the days you want on a good routing. Generally find an available award prior to transferring points from your Chase account.
