Then it is a straightforward accounting exercise, are the miles worth more than the money saved? In the pessimistic case you cannot avoid the 25 USD fee you are saving 178-(25+110) USD = 43 USD = 28 GBP in exchange for 4500 Avios.
Taking that figure we have 28 GBP / 4500 Avios = 0.6 pence / Avios. We would normally say 1 penny / Avios is an acceptable exchange. On that metric, unless you have more Avios than one could feasibly shake a stick at, it is a poor deal.
