The wine menus you've linked to are largely imaginary - see many other posts about how they don't cater the wines on the menu with any consistency.
No one said they cannot; they choose not to. I'd guess for financial and customer service reasons - if they're missing the Argentine/German/etc wines no one really complains that much, but if they were missing the Israeli kosher wine they advertised they'd get a lot more complaints. To cater reliably, instead of "eh, whatever we get", would be more expensive.
