The T's and C's actually say:
Stays booked at the eligible rates via Accor distribution channels
(Accor Internet sites, Accor reservation center, hotels) and
traditional travel agencies using a GDS (Global Distribution
System) connected automatically to the Accor reservation center,
entitle the Member to earn Points.
I always get points when booking through the corporate travel agent (HRG). I'm not familiar with BCD travel, but would imagine that they are hooked in to the GDS and that points should be awarded...
