It's not.
You can read the
reports on how people scored success in buying Y fares to get an upgrade and not B fares, or having success with B fares by ticketing and canceling tickets over and over again for different dates, so there's definitely different buckets. However, Y class is pretty much the fare bucket that is denoted to have highest priority, which makes sense since K was never a designated code for Star Alliance upgrades.
