How did the bad guys get into the airport? On the plane? How did they get into the US to begin with? And trained as pilots? That's where the real negligence sits. The government failed on multiple levels to protect through border control, security, counter-terror, and regulatory guidance.
As several have noted, the circumstances were unique and unprecedented, so the government wasn't set up to prevent or detect in advance. We can't blame airlines for what happened. Maybe blame the government, but not the airlines.
Also a lesson to be learned: insurance exists for a reason. If you need it, buy it.
There was insurance, but it did not cover the expenses. So more accurately, buy enough to cover all losses.
