Hi im a call centre agent and indeed you are right.
Its Uua where you can only upgrade 1 cabin and part cash part avios bookings cant be upgraded.
On other (pure) avios bookings you can upgrade more than 1 cabin. You could if you wished book economy using avios and then later pay amend fees, tax and additional avios and upgrade to any higher cabin.
