Wait -- so are there actually different amounts of award inventory available depending on what fare code you bought into? I know that on United, there is (was?) special economy award inventory for top-tier elites ("NY" vs. "XY"), but I've never heard of separate upgrade allocations depending on fare class amongst the eligible classes!
