Aren't the routing rules shown at the bottom of the fare rules, which are viewable on delta.com during the flight purchase process? The link is typically called "View change and cancellation policies" and/or "View fare rules", depending on whether passenger details have already been entered.

I got stung the other day by not understanding all the fare rules of a ticket I'd bought earlier, so in my caution I tried to look at the rules of a new purchase yesterday using "View fare rules" and indeed Rule 1 was viewable, but Rule 2 wasn't. Said to call DL customer service. Frankly, I didn't call and did book, bad on me, I guess.
But.
Does this meet DOT requirements? It seems that Delta is selling a contract in which the terms of the sale are not disclosed.
I'm considering writing to DOT. Silly idea?
