This is not true. Check the status earning table for Partner Airlines under the West Coast Australia column.
Since QF does not fly international from PER, status credits earned on partner airlines (eg MH/CX/QR) from PER are at or near the same levels as what they used to be, eg PER to KUL on MH is still 100 SC in J.
