Technically, it can be true: You can't use a Guest Upgrade certificate for G or T fares. Those are the lowest fare buckets.

Often the "lowest possible fare" that a traveler sees is not a G or T fare, because those fares may have already sold out for that flight, or may never have been offered.

On some routes, it's easy to run into a G or T fare if shopping for the lowest fare. And in those cases, the certificates can't be used for an upgrade (for those reading this who may not be aware). That said, still a great benefit and gift.
Also excludes the newish "R" class.
