It could be because other people don't value them as low as that, especially considering their redemption value. Considering that the value per point for, say, a $10 gas card is .0071, then getting them at a value of .0059 isn't such a bad deal.
When you add to the fact that you're getting merchandise *and* the points on top of that, it works out to be even better.
