I don't see anywhere that the DOT is proscriptive about what constitutes a replacement, but I'm pretty sure that they XXX and ZZZ would be considered the same flight unless they added an additional frequency. I've seen flights that are operating on both a flight number and a departure time for the first time have operational stats on united.com.
