That might be true for stopovers, but I don't see anything like that in the rules about connections.

Say you want to fly to some destination only served from FRA, you clearly will need to connect twice at FRA. Pretty sure we have had rewards like these. Or say YYZ-YYZ-CDG and back, with obviously two connecions at YYZ.
