I think CX pays AA for AA (BIS) miles earned on CX flights. But at some pre-agreed rate which may or may not cover AA's cost of making the CX passenger an AA status pax.
That's exactly why I said once the miles have been credited to AA, it is AA's problem. CX doesn't have to deal with those people or have the liability on its book. AA can give whatever bonus they want CX doesn't really care.
