I try to avoid EWR from November through April.

That being said, I've done it many times. Its a legal connection, so they should protect you should there be a delay at immigrations. Also, without luggage 1.5 hours should be adequate.

I have also found that the missed-connections desk at EWR has been top-notch. I've had to use them 3 times last year...
