Which (major US) company provides this? What's the approx premium/terms?

I don't have regular car insurance (since I don't own a car), and its been really really difficult to get nonowner car insurance that works on car-rentals, specially rentals made outside the resident state, which covers enough liability that is high enough beyond the typical state minimums.
Mine is issued through The Travelers. Find an insurance agent that writes for them.

As a New York resident, my policy even covers loss or damage to the rental car, up to the limits of my policy's property-damage coverage.
