Besides Bulgaria and El Salvador, which countries impose the death penalty for DUI? (1st time offender gets death penalty in El Salvador, 2nd time offender gets dealth penalty in Bulgaria)

Are these only imposed on their own citizens? Or can they impose them on foreign visitors(i.e. US or Canadian citizens) Most countries have 0.05 limit, which is a lot stricter than the 0.08 limit in the US.

And I thought Singapore had tough laws...
