Unfortunately not. 1:1 means that if you transfer (for example) 10,000 Starpoints to American Airlines you would receive 10,000 AAdvantage miles. A unique feature of the Starwood program is that if you transfer 20,000 miles (in a single transaction) you would receive 25,000 miles.
