Not sure when you last checked, but the majority of upscale properties in Switzerland (to name one of the countries involved) are still only "somewhat" non-smoking. Which means, they have "non-smoking" rooms and "smoking" rooms. And, most permit smoking in their lounges. And some have a very lax attitude regarding smoking in the lobby and other public areas.

If you are familiar with specific five or four star hotels in Switzerland that are completely non-smoking, then I would love to hear about them...as detailed in my original post.
