Again and Again, perhaps, but you are absolutely wrong. Please check the Gesetz über Personalausweise und den elektronischen Identitätsnachweis (Personalausweisgesetz - PAuswG) (not my fault that call the law like that ), Paragraph 1!

Now I want you to try to argue with a German police officer that this law does not mention foreigners and therefore...
