In general, family members and the like are fine boarding with the highest priority/Group member. I get a little annoyed when Mr. Businessman has 17 "he's with me" co-workers.
I watched as a commercial tour guide (dressed in uniform and holding the tour flag) attempted to board her entire group of 20 Chinese tourists under her Priority Access boarding group. Gate agent said "you've got to be kidding", then sent the tour group to the back of the line.
