Trains from Jerusalem should still be running - it's a bit of a shlep as you have to go to Tel Aviv by train and then transfer to a Modiin train, but when the roads are closed this may be your only option.
Was forced to do such a backwards train route last year to get from Efrat to Givat Shmuel!

You don't need to get to the airport though. You can try going to Tel Aviv and get to the airport in the morning. Maybe try a hotel for a night?
If you don't have checked luggage, I'd maybe even recommend checking in online, printing boarding pass, and paying for KDL access.
Missiles fly from Gaza? Continue life as usual.
Snow flakes hit the road? Close the capital for 5 days.
Still p*sses me off and still don't get it. They don't salt the roads and they don't have more than one plow. But whatever - I don't make the rules here (yet)
