If a J ticket buys an extra day of activity each way (value = GBP 20,000) and an F upgrade buys an extra half day of activity each way (value = GBP 10,000).
The J ticket is probably a no-brainer and I cannot think of any routes anywhere in the world where F will be uneconomic at these valuations over realistic booking windows.

That's extra half day is the rub really. Is there really that much difference between J and F in terms of productivity? Interesting question, and it probably depends on whether said executive kicks back to enjoy the service and the Grand Cru!
There also seems to be all-in-this-together blanket travel policy trend in many corporates these days and I suspect a number of CEOs flying premium economy!
