Justification for L/H work travel in J/F?

Quite possibly not the appropriate place on FT for this question/subject - feel free to move if it's not.

The question has been rattling around in my head for a while - how do people justify flying J (or even F!) when travelling for work purposes?

Granted, my only experience of company travel policy thus far in my career has been "book the cheapest flights physically possible", applicable to everyone up to the CEO. Consequently, I've only ever flown non-discount-Y once for work, and that was discount-W last-minute when there wasn't any Y availability.

Apart from the "I want some of that" feeling of slight jealousy when I see, I'm intrigued to hear the justification for booking J/F fares for work travel.

Company policy? Personal preference? Seniority?
