Whether international flights arrive in T7 or TBIT will also depend on whether customs at T7 is staffed. Most of my UA flights that have arrived at night or were delayed were directed to TBIT since T7 customs was closed.
And it is worth noting that international arrives in T6 also use the same facility as UA (T7) as immigration processing is in T7 with customs and baggage reclaim in T6, so depending on the time of day when all of the AS flights from Mexico, and some DL flights making T6 a full house really backs up T7.
