If I understand your question, you're arriving from an international flight, then you'd clear immigration/customs & find yourself *outside* of security. But just go up the escalator (a short walk from customs) & go thru the TSA line to re-enter the IT. At that point you'll be air-side & can enjoy the IT & the air-side post-security walkway to Terminal 3. Done that many times.
