As a star alliance Gold member they should of given you a toiletry kit. Not sure about cash as a SE we get $300 on the spot for expenses and I always use my C/C for these things as its $500 for clothes etc per passenger.
Point here is you need to know this stuff ahead of time and ask for it. All airlines use the same offshore call centre for lost baggage and those guys usually give you $75 or $100 US after you ask, firmly!

When I had my bags delayed, I was offered $50 from baggage services in YOW.
I then went to talk to the concierge, who said she thought SE was allowed $100, but could not find any documentation about that.
So I stuck with the $50.
I have a credit card with good coverage now, but if there's a $300 rule, I certainly have never heard of it, nor had the YOW concierge
