As a star alliance Gold member they should of given you a toiletry kit. Not sure about cash as a SE we get $300 on the spot for expenses and I always use my C/C for these things as its $500 for clothes etc per passenger.

Point here is you need to know this stuff ahead of time and ask for it. All airlines use the same offshore call centre for lost baggage and those guys usually give you $75 or $100 US after you ask, firmly!
