I've waited less than an hour and I've waited more than an hour at airports around the world, including LHR. It's not really an hour though, is it? Landing at 22:08, take 10 minutes to taxi to the gate, 5-10 minutes to get off the aircraft (assuming it is in the main terminal, otherwise it would be even longer), 5 minutes immigration. If you're further back on the aircraft it will take 10-15 minutes longer. So the wait is 30-40 minutes.

Of course, when it is that late, and you really want to get home, even 5 minutes is too long. But I don't think it is worth complaining about (but I'm not the complaining type of person)
