I asked the agent if I could connect through YEG instead. She looked it up, said no problem, then asked her colleague why they were not doing this for more passengers. Flew to YVR on a partially full plane while many pax were long delayed in YYC.

you may be right, your story reminded me what happened to us a few years ago in YXE. The entire JAZZ system was down, line ups out the terminal door. I walked up to the counter in the executive line as the staff knew me, we just happened to be there when AC had a flight to YYZ so as everyone was so focused on going West where we were going, I asked to be booked on YYZ and then YVR and they did it!
We got to YVR that evening before anyone left YXE and the bonus here we all collected the extra miles!^
