So having this same issue with phone vs web. Delta keeps claiming they can't see many of partner awards but you can book them on the web (read TICKET). Fortunately I have (or even more fortunately HAD) enough miles to keep booking the flights they claimed didn't exist. They then had to spend hours to piece the two reservations together to avoid the EU fees. What saved the situation is because they are one ways (technically) so they couldn't say we can't merge them (from a fare rule pov). Any way super frustrating (and they did finally fix it). Also they keep saying normal routings like JFK-MAD-CDG-DXB is not valid (obviously an instance where no nonstop to CDG was available). Since when and why? Two stops to ME or Asia? Another issue keeps happening is to change one segment of your flight they say NEW availability needs to be there for the full routing rather than just the segment being changed. Basically means you can't reissue. But then sometimes they manage to change one segment. Of all the changes to Skymiles, these unpublished 2015 changes are pushing me to the limit. Basically, I can take all the devaluations but tell me the rules and let me work my way through it. Delta not allowing segment bookings through multi city is just another way to prevent using the miles. If all these changes hold, I am done with Delta. Its just too much (and I will spend days playing by the old rules to get an award through - so not faint of heart). Happy for people who just book JFK-MIA or other domestic awards for their families that they think its easier, but Delta has made partner award international travel a nightmare and WAY MORE complicated then it was before. So huge fail.
