This seems to be reported now several times and I fear that it is working like a broken fare rule??

I was able to mix and match lax-ams with KLM and VS awards but they both priced in low and I still had to call in to get them to put them together to avoid the ex-EU fees...

Have you tried calling back and ask them to waive the fees since it can't be booked online?
