At the very least they should warn people when purchasing the ticket: "if you book your flights with 90 minute connections or less you must be willing to transfer your own baggage between terminals"
Ths was likely an one-of or some unique set if circumstances -- unfortunate, a pain, but not a new procedure. I don't think you need to fear this would regularly occur.
MCT is intended to include time to transfer bags.
