I asked on FT because I thought someone might have real word experience with this and could tell me what phone agents wouldn't/couldn't. But I did answer my own question by calling, in case anyone else wants to know for future reference.

In this case KE is the "most significant carrier" so their baggage allowance and fees control. Checking boxes is fine however.
