Hello! I will be arriving HKG on CX (F) from Haneda at 3pm. Originally I was going to spend some time in Hong Kong, but something came up, and so I must travel on to BKK on the same day. My flight to BKK is on Emirates which leaves at 9pm. My questions are:

You most certainly can go into town for dinner and back. If you're taking the AEL, you only have to pay the ow fare.
You won't have access to the F lounge, but you can access The Arrivals lounge. You can drop your belongings there, go into town, back to the airport, and retrieve them there.

Why would they allow the op into the lounge if the next flight is not on oneworld or CX? Since you are a loyal Marco Polo member, you should know the terms and conditions of usage.
