No! And there is no reason for them to do so. It costs them to maintain the ATM and would be counterproductive if they were emptied by non-members.
I'm not sure that there are none. Until last year, a credit union in my town had one ATM (in a local bookstore) that was free to all users. And until a few years ago, Signature Bank ATMs in Manhattan were similarly surcharge-free. But the free-to-all-users ATMs certainly seem to be drying up.
