I don't think it's prohibited, but you're on the hook for scratches and dents to the car. I once took a bike rack on a cross country road trip in a Ford Edge. It was nice and sturdy the whole way with 2 bikes loaded on it. No damage to the car. Tip: make sure the pedal hits the license plate instead of the trunk exterior, or take the pedal off.
