I don't think they need to be up for take off or landing, except for the ones at the door from memory, although QF require all of them to be open (probably part of the reason why the OP noticed the blinds being down).

I think dimming the cabin lights is only for 'during the hours of darkness'.

I think the A380 blinds are normal, manual ones. It's the 787 that have the "electronic" ones.
