Since Sanrio will license for just about any product if they get the right price, there has to be a Hello Kitty version of this somewhere in Japan and nearby areas.
As for modern America, I tend to think of the cultural assumption as being that, unless it's MSP in January, someone who feels the need to hide their face has plans to do something dishonest like rob a bank. An honest person who has nothing nefarious to hide lets their face be seen by all.
