Whilst there are various reasons given as to why blinds should be up during takeoff and landing, I don't believe there are any FAA/CAA/EASA etc rulings that make it mandatory. It's usually left to the airline's discretion.

I'm not sure what BA's policy is. Never seen 'all blinds up' be enforced, but then I've never seen any blinds being down for takeoff/landing either.
