In that hotel (CP Glasgow) if you have a club room they set it up the night before and normally you can get in to access the coffee machine etc all the time so plates and cutlery are always available there. James the evening concierge would be your best bet rather than reception if you needed cutlery.
In most HIXs they normally tell you to help yourself to cutlery, napkins etc from the Great Room and always have a stock of menus available. I've never tried at any of the other brands tbh.
Yes it was because it was New Years day and 24 hour menu kicked in at 22.00 instead of the usual 23.00
Had a great stay there had a suite with great views.
Think the club lounge closes at 22.00 but that's another option I guess for discrete cutlery use.
Good hotel pity they don't offer spirits in the lounge for the evening reception but long opening hours of 17.30-20.30 a good benefit.
