No complimentary upgrade on United on TALT and TPAC flights, period, regardless of your status (MAY BE if you are a UGS, something could happen, but not even sure).

You need to support the upgrade with a GPU or miles + copay, and the upgrade list is quite long and it is rare that a UA flight to Europe and Asia would go out with empty seats in BF and GF.
