End of the day it is a service that every premier member expects out of their own FF Program Airlines.
Suggest you read the Upgrades Overview section of UA's website. It is absolutely crystal clear as to what flights are eligible and how MP members can support an international upgrade. Your expectations are way out of line with the published standards and flatly inconsistent with how airlines around the world operate their businesses.

It is very unlikely the business class cabin will go out empty. Those seats are in high demand.
