If you are willing to pay money, upgrades are yours. United will send a plane empty (as would Lufthansa) rather than upgrade for free ( unless there is a oversell situation in economy)
I can understand the Lufthansa side of upgrades and sending plane empty, But why United is also doing this to their premier members irrespective of availability of B/F seats.

End of the day it is a service that every premier member expects out of their own FF Program Airlines.
