There are no complimentary international upgrades. On a UA flight you can upgrade with miles and dollars. On a Lufthansa flight, your options would be using United's global upgrades or Lufthansa 's upgrade certificates. Other than that, a gate agent will merely offer you a price to upgrade which would be the differential between your fare and the next available lowest business class fare.

If you are willing to pay money, upgrades are yours. United will send a plane empty (as would Lufthansa) rather than upgrade for free ( unless there is a oversell situation in economy)
