There are not many Avios earning options in the Netherlands. AMEX NL does offer MR earning cards (which can then be transferred to Avios).
However, it is a better option to get the AMEX EuroDollar cards (offered by AMEX UK for all EU residents). These cards earn MRs and have a much larger list of partners.
