Citi, like most issuers, specifically has in their terms that they will charge cash advance fees for purchases of "cash equivalents" - it's dirty and wrong, but they have terms that let them do it. Does Chase have terms that let them do that for PIN purchases? And if so, WHY? What incentive would Chase have?
If a bank ever did that to me I'd tell them exactly where to shove their credit card. And Chase knows this.
